Born August 11, 1847 in Edgefield, South Carolina. [Died] July 3, 1918, Washington, DC American politician. Governor of South Carolina from 1890 to 1894. He challenged the aristocratic ruling class as an ally of farmers, and implemented tax reform, increased education spending, and strengthened the Railroad Commission, but at the same time stripped blacks of the right to vote.
