Montagu Chelmsford Report - Montagu Chelmsford Report
This report, officially called the Report of the Indian Constitutional Commission, was submitted to the British Parliament in April 1918, just before the end of World War I, on the reforms that should be made to the governance of India after the war. In August 1917, midway through the war, Edwin Samuel Montagu, who had been newly appointed Secretary of State for India, made a statement on "the gradual realisation of responsible government in India", and in accordance with this, he visited India to inspect the current situation, met with the Indian princes and political leaders, and submitted this report jointly with the Viceroy FJ Napier and 1st Viscount Chelmsford.

第1次大戦終局前の1918年4月にイギリス議会に提出された,戦後のインドに対して行うべき統治上の改革に関する報告書で,正式にはインド制憲委員会報告という。大戦半ばの1917年8月に新たにインド大臣に任命されたモンタギューEdwin Samuel Montaguが〈インドにおける責任政府の漸次的実現〉に関する声明を行い,それに従って現状視察のために来印してインドの藩王や政治指導者らと会見し,総督チェルムスフォードF.J.Napier,1st Viscount Chelmsfordと連名で提出したのがこの報告であった。
