Ryokichi Minobe

Ryokichi Minobe

Economist and Governor of Tokyo. Born in Tokyo. Eldest son of constitutional scholar Minobe Tatsukichi. After graduating from the Faculty of Economics at Tokyo Imperial University in 1927 (Showa 2), he became an assistant professor at Tokyo University and a lecturer at Tokyo University of Literature and Science before becoming a professor at Hosei University in 1932. He was arrested along with Ouchi Hyoe and others in the People's Front Incident in 1938, but was found innocent after six years. After World War II, he became a professor at Tokyo University of Education in 1949 (Showa 24), and served as Director-General of the Statistical Standards Bureau of the Administrative Management Agency from 1957 to 1964. In April 1967, he was elected Governor of Tokyo as a unified progressive candidate. As the first "progressive governor" in history, he served three consecutive terms until 1979, implementing policies that emphasized dialogue with Tokyo residents and welfare. In June 1980, he became a member of the House of Councillors (national constituency), but died suddenly during his term on December 24, 1984 (Showa 59) at the age of 80. The Minobe Tatsukichi and Ryokichi collection is open to the public as the "Minobe Parent and Child Library" at Takasago City Community Center in Hyogo Prefecture.

経済学者、東京都知事。東京生まれ。憲法学者美濃部達吉の長男。1927年(昭和2)東京帝国大学経済学部卒業後、東大助手、東京文理科大学講師を経て1932年法政大学教授。1938年人民戦線事件で大内兵衛(ひょうえ)らとともに検挙されたが6年の歳月をかけて無罪が確定した。第二次世界大戦後、1949年(昭和24)東京教育大学教授となり、1957年から1964年まで行政管理庁統計基準局長を兼任。1967年4月、革新統一候補として東京都知事に当選。史上最初の「革新都知事」として1979年まで連続3期務め、都民との対話と福祉を重視する政策を実施した。1980年6月参議院議員(全国区)となるが任期中の1984年(昭和59)12月24日、80歳で急逝した。美濃部達吉・亮吉所蔵書は兵庫県高砂(たかさご)市公民館で「美濃部親子文庫」として公開されている。
