A politician of the Meiji period. Lord of the former Yonezawa Domain (Yamagata Prefecture). His father was Narinori and his mother was Iwa. He joined the Oshu Reppan Dōmei (Oshu League of Feudal Lords), but soon left, and in December 1868 (Meiji 1), he inherited the family headship with a reduction of 40,000 koku of rice. In July 1871, when the domains were abolished, he was relieved of his position as Yonezawa Domain governor. After moving to Tokyo, he became known as a "civil rights aristocrat" along with Toda Kindō and Asano Naganori. In May 1881, he was appointed governor of Okinawa Prefecture, and attempted to implement policies based on the basic principles of tax reform and reducing the number of local bureaucrats, but came into conflict with the government, which pursued a policy of preserving old customs. In April 1881, he was dismissed from his position as governor and appointed as a member of the Genrōin (councillor's office). In 1882, he was made a count. 明治時代の政治家。旧米沢藩(山形県)藩主。父は斉憲。母は磐。奥羽列藩同盟に参加したが,ほどなく離脱,明治1(1868)年12月,4万石を減封されて家督を相続。4年7月廃藩により米沢藩知事を免ぜられる。上京後は,戸田欽堂,浅野長勲らと共に「民権華族」として知られた。14年5月沖縄県令に任ぜられ,税制改革や地方役人削減を基本方針とした施策を進めようとしたが,旧慣温存政策をとる政府と対立し,16年4月,県令を解任され,元老院議官に任命された。17年,伯爵。23年,貴族院議員となる。<参考文献>米沢温故会編『上杉家御年譜』19~22巻
