[Died] August 9, 1932. Portley, Cornwall. British political scientist. After graduating from Oxford University, he joined the Fabian Society and wrote The Life of Francis Place (1898). From 1914 to 1923, he taught political science as a professor at the University of London. In his major work, Human Nature in Politics (1908), he attempted to introduce political psychology methods to the traditional institutional theory of political science, and investigated the role of suggestion and symbols in politics, greatly influencing the development of modern political science.
