This foundation was established in February 1932 (Showa 7) with the purpose of providing relief and support to JNR employees who had retired due to public injury, employees with long service, their families or surviving relatives, and the surviving relatives of employees who died in the line of duty. JNR came up with the idea of asking in-station kiosks to provide relief to the surviving relatives of employees who had retired due to public injury or who had died in the line of duty, and in February 1956, the Director of the Tokyo Railway Bureau submitted an application to Railway Minister Egi Tasuku to establish the Kosaikai. After deliberation, it was decided to organize as a foundation and to name it the Railway Kosaikai. It was then established under Railway Minister Tokonami Takejiro with the approval of both the Minister of Home Affairs and the Minister of Railways. In 1949 (Showa 24), it went beyond the scope of the traditional occupational social welfare organization and began to carry out general social work as well, covering a wide range of areas such as nursing homes, nursing homes, and traveler's support centers. The costs of these operations were covered by public funds as well as profits from profit-making businesses within the stations, and the stores began to be called "kiosks," an internationally recognized term, in 1973. 国鉄の公傷退職者、永年勤続退職者とその家族または遺族、殉職者の遺族を救済援護する目的で1932年(昭和7)2月に設立された財団法人。国鉄では鉄道公傷退職者や殉職職員の遺族救済の道を駅構内売店に求める構想をたて、31年2月に東京鉄道局長から江木翼(えぎたすく)鉄道大臣に対し康済会設立申請書が提出された。審議の結果、財団法人による組織とすることになり、名称も鉄道弘済会とすることなどが決められた。その後、床次(とこなみ)竹二郎鉄道大臣の下で、内務・鉄道両大臣の認可を得て設立された。49年(昭和24)からは従来の職域社会福祉事業団体の枠を超え、一般の社会事業もあわせて行うようになり、養護施設、老人ホーム、旅行者援護所などの多方面にわたった。これらの事業費は公費のほか、駅構内での収益事業の益金をもって充当し、売店は73年より国際的な共通語であるキヨスクと呼称するようになった。1987年の国鉄分割・民営化に伴い、キヨスクもJR各社の系列会社として6社に分割された。 [原田勝正] [参照項目] |出典 小学館 日本大百科全書(ニッポニカ)日本大百科全書(ニッポニカ)について 情報 | 凡例 |
