A law (1906) that stipulated the nationalization of railways, except for railways used for local transportation. Private railways had grown rapidly since the late 1880s, but this law was enacted in response to the demand for a unified railway network for industrial and military reasons. As a result, 17 private railway companies were bought by the government, reversing the ratio of JNR to private companies, with 6,640 km of railways for JNR and 717 km for private companies. The buyout was completed by October 1907.
