A German economist of the New Historical School. He studied natural sciences at the University of Berlin and statecraft at the University of Jena. After traveling to Italy, England, France, and other countries for research, he became a professor at the University of Halle, where he assisted G. Schmoller in the development of the New Historical School. In addition to writing Grundriss zum Studium der Nationalökonomie (4 volumes, 1896-1910), his main work and a representative textbook of this school, he also edited Jahrbücher für Nationalökonomie und Statistik (Yearbook of Economics and Statistics) (founded in 1862, co-edited with B. Hildebrand) and Handwörterbuch der Staatswissenschaften (Dictionary of Statecraft) (6 volumes, 1890-96).

ドイツの新歴史学派の経済学者。ベルリン大学で自然科学,イェナ大学で国家学を学ぶ。イタリア,イギリス,フランスなどを研究旅行したのちハレ大学教授となり,G.シュモラーを助けて新歴史学派の発展に尽力。主著であり,この学派の代表的教科書『国民経済学研究綱要』 Grundriss zum Studium der Nationalökonomie (4巻,1896~1910) を著わしたほか,『経済学・統計学年鑑』 Jahrbücher für Nationalökonomie und Statistik (1862創刊,B.ヒルデブラントと共同編集) や『国家学事典』 Handwörterbuch der Staatswissenschaften (6巻,90~96) の編集にあたった。
