British politician. Prime Minister during the American War of Independence. He studied at Cambridge University, entered the royal court, and served under George II and George III. In 1765, he was appointed Prime Minister after Grenville, and repealed the Stamp Act. The following year, he resigned due to dislike by George III and disunity within the cabinet. Thereafter, as the leader of the Rockingham Whigs, he supported the theorist Burke and the eloquent CJ Fox, and harshly criticized the government's stance that had led to the American War of Independence. When he was appointed Prime Minister again in 1782, he immediately began peace negotiations with America, but died of illness before the Treaty of Paris was signed.

英国の政治家。アメリカ独立戦争時の首相。ケンブリッジ大学に学び，宮廷に入ってジョージ２世およびジョージ３世に仕える。1765年グレンビルの後の首相に任命され，印紙税法を廃止。翌年ジョージ３世に嫌われ，閣内不統一もあって辞任。以後はロッキンガム派ホイッグの首領として，理論家バークと弁舌にすぐれたC.J.フォックスなどを擁してアメリカ独立戦争を招いた政府の姿勢を厳しく批判した。1782年再度首相に任じられると，ただちにアメリカとの和平交渉に乗り出したが，パリ条約の締結前に病死。
