A man of merit in the fisheries industry during the Meiji period. Born in Tokyo. After graduating from Sapporo Agricultural College, he traveled to the United States in 1886 as an official of the Hokkaido Development Commission to investigate the state of North American fisheries. He used this experience to contribute to the improvement and development of Hokkaido's fisheries, including the establishment of the Chitose Salmon Hatchery, experimental operation of purse seine fishing, promotion of cod fishing, and the implementation of fisheries reconnaissance surveys. In 1894, he left the government and was active in the Teikoku Fisheries Company and oil development projects in Echigo. He was the first head of the Fisheries Division of the Hokkaido Prefectural Government and the first chairman of the Hokusui Kyokai. <References> Hokusui Kyokai ed., "Hokusui Kyokai Centennial History," and Ichiryukai ed., "Ito Kazutaka and the People Connected to Him"
