Perpetual government bonds have no maturity date. They are different from fixed-term government bonds, which have a set maturity date. The government only pays a fixed interest rate periodically, and is not obligated to repay the principal. If the government wishes to avoid the burden of interest payments, or if it wishes to manipulate the market in order to control the liquidity of the entire economy, it can buy, redeem, or sell them at any time in the market. An example of perpetual government bonds is consolidated annuities (consols), which began to be issued in the UK in 1751. To date, they have not been issued in Japan.
