A compilation of the proclamations of the praetors, prefects, and provincial governors, compiled by Salvius Julianus (132) under the orders of the Roman Emperor Hadrian. During the republican period, the proclamations were the living voice of civil law and the source of new law. However, when the primacy of state was established and the power of the magistrates was reduced, the legal creativity of the proclamations was exhausted and the contents of the proclamations became fixed and formalized. Therefore, it became necessary to authoritatively determine the value and effectiveness of the honorary law, which was once a concrete and equitable law. The compilation of the proclamations promoted the study of commentaries on the proclamations by legal scholars and was a major factor in the rise of legal studies. On the other hand, the judicial power of the magistrates was limited to the litigation methods stipulated in the Perpetual Circumscription, and this marked the end of the creation and evolution of law through the litigation of the magistrates.

ローマ皇帝ハドリアヌスの命により (132) サルビウス・ユリアヌス Salvius Julianusが編纂した市民担当・外国人担当法務官，高等按察官，属州長官の告示の集大成。共和制時代，市民法の生きた声として，新しい法を生み出す源泉であった告示も，元首制に入り元首の地位が確立し，政務官の権限が縮小すると，告示の法創造力は枯渇し，告示の内容も固定化し，形式化していった。そこで，かつては具体的衡平の法であった名誉 (官) 法の価値，および効力を有権的に確定する必要に迫られた。告示の集大成により法学者の告示注解の研究が促進され，法律学隆盛の大きな要因となったものの，他方，政務官の司法権限は永久告示録の規定する訴訟方式に限定されることによって，政務官の訴訟を通じての法創造・法進化は終りを告げた。
