A nobleman in the mid-Heian period. Ranked Shoni. Son of the daughter of the Minister of the Left, Minamoto Takaakira, and the Minister of the Right, Fujiwara no Michisuke. After serving as the Chief Chamberlain of Emperor Ichijo for three years, he was appointed as a councilor in 995. As his younger sister Akiko became the wife of Fujiwara no Michinaga, he followed Michinaga's lead, and Michinaga said that "a man of great service to the public surpasses others," but the vocal Fujiwara no Sanesuke criticized his collusion as "a man of greed and scheming who is known to be good." It is believed that the reason behind his actions was the guilt he felt after his father's downfall (the Anwa Incident in 969). In 1017, he was promoted to Gon Dainagon. A capable official, he was one of the Fourth Councillors along with Fujiwara no Yukinari, Kinto, and Nariyoshi.

平安中期の公卿。正二位。左大臣源高明 と右大臣藤原師輔の娘の子。一条天皇の蔵人頭を3年経験したのち,長徳1(995)年参議に任じられた。妹明子が藤原道長の妻となったこともあって,道長に追随し,道長から「勤公は人に勝る」といわれたが,口うるさい藤原実資にはその癒着ぶりを「貪欲,謀略その聞こえ高き人」と非難されている。そうした行動をとらせた背景に,父の失脚(969,安和の変)という負い目があったことが考えられる。寛仁1(1017)年権大納言に昇進。能吏であり,藤原行成,公任,斉信と並ぶ四納言。
