A nobleman in the late Heian period. Known as Horikawa Sadaijin. Junior First Rank. The eldest son of Minister of the Right Minamoto no Shirobusa, his mother was Fujiwara no Michinaga's daughter Takashi. Murakami Genji. In 1050, at the age of 16, he was promoted to Junior Third Rank (not a councilor), and six years later he became a councilor. However, he was punished by Emperor Go-Reizei for having an affair with Princess Saiin Juushi, and was forced to live in seclusion for a time. He was promoted several times thereafter, and in 1082 he became Minister of the Right, and one month later he became Minister of the Left, and from then on he held the position of minister for 40 years until his death. In 1083, his younger brother Akifusa became Minister of the Right, and together they monopolized both the left and right ministerial positions, which was said to be unprecedented. He was gifted and learned, and was said to have excelled in composing poetry and prose. His diary includes the Suizaki.

平安後期の公卿。堀河左大臣と称される。従一位。右大臣源師房の長男で母は藤原道長の娘尊子。村上源氏。永承5(1050)年16歳で従三位(非参議)となり6年後に参議。しかし前斎院娟子内親王に通じたことで後冷泉天皇の勅勘にあい,一時蟄居を余儀なくされた。その後は昇進を重ね永保2(1082)年右大臣,1カ月後に左大臣となり,以後死去するまで大臣の職にあること40年間におよんだ。永保3年右大臣となった弟の顕房と左右の大臣を独占し,例のないことといわれた。才学があり詩文を作ることに抜きん出ていたという。日記に『水左記』がある。
