Among the basic planned lines (= scheduled lines) listed in the Nationwide Shinkansen Railway Development Act (Act No. 71 of 1970), the development plans for the following five Shinkansen lines (four lines, five sections) were decided in November 1973. The Tohoku Shinkansen (between Morioka and Aomori), the Hokkaido Shinkansen (between Aomori and Sapporo), the Hokuriku Shinkansen (between Tokyo and Osaka), and the Kyushu Shinkansen (between Fukuoka and Kagoshima, and between Fukuoka and Nagasaki). Of these, the Hokuriku Shinkansen's Takasaki-Nagano section opened on October 1, 1997, the Nagano-Kanazawa section on March 14, 2015, the Morioka-Hachinohe section on December 1, 2002, and the Hachinohe-Shin-Aomori section on December 4, 2010. Additionally, the Kyushu Shinkansen Kagoshima route opened between Shin-Yatsushiro and Kagoshima-Chuo stations on March 13, 2004, the Hakata-Shin-Yatsushiro section on March 12, 2011, and the Hokkaido Shinkansen between Shin-Aomori and Shin-Hakodate-Hokuto stations on March 26, 2016. As of March 2016, construction work was underway on the Hokuriku Shinkansen beyond Kanazawa, on the Kyushu Shinkansen Nagasaki (West Kyushu) route between Takeo Onsen and Nagasaki stations, and on the Hokkaido Shinkansen between Shin-Hakodate-Hokuto and Sapporo stations. The construction of new Shinkansen lines is being carried out by the Japan Railway Construction, Transport and Technology Agency (until September 2003, the Japan Railway Construction Public Corporation). In 1989, the burden of construction costs was set at 50% for JR, 40% for the national government, and 10% for local areas for "construction work related to railway facilities such as tracks and other entities," and 50% for JR, 25% for the national government, and 25% for local areas for "construction work related to stations and other railway facilities closely related to local benefits," but this was revised in 1996, with JR's burden limited to loan fees up to the benefit it receives, and the national government and local areas sharing two-thirds and one-third, respectively.
