A royal decree issued by King Francis I of France on August 30, 1539 in the small city of Villers-Cotterets, about 75 km northeast of Paris. As the country moved towards the establishment of absolute monarchy, the royal authority's legislative activities became more active, and this royal decree was an important milestone in this process. Drafted by Chancellor Guillaume Poyer, it contains detailed provisions totaling 192 articles covering all aspects of national affairs. Particularly noteworthy amendments were the unification of language by the monarchy and the legalization of the family registry system, both of which aimed to ensure the rule of the monarchy.
