The title of a position in the central government in the early Meiji period. One of the three offices newly established following the political upheaval of the Restoration of Imperial Rule on January 3, 1868 (December 9, Keio 3). In contrast to the councilors, who were made up of lower-ranking courtiers and feudal samurai, the councilors were made up of princes, feudal lords, and higher-ranking courtiers, and under the seven departments and eight bureaus system, they served as the heads of each department. In addition, while the councilors' meeting was called the lower house or lower council, the councilors' meeting was called the upper house or upper council. On April 21, leap year 1868, the Dajokan was restored based on the Seitaisho (Cabinet Document) and the three offices system was abolished, but the councilors, along with the councilors, continued to exist as members of the upper bureau of the Councilors' Office until May of the following year.
