When carrying out public works (or public expenditures in general), an analytical method is used to measure the efficiency of the works (expenditures) by expressing their costs and the social benefits they bring in monetary terms and comparing the two. It is also called cost-benefit analysis. If the estimated social benefits exceed the costs, the execution of the works (expenditures) is judged to be socially desirable. There is a limit to the total budget that can be allocated to various public works (expenditures), so in this case, the works (expenditures) are adopted in order of the amount by which the social benefits exceed the costs.

公共事業(あるいは一般的に公共支出)を行う場合に，その費用とそれらのもたらす社会的便益を貨幣タームであらわし，両者を対比させて，それらの事業(支出)の効率性を測定する分析手法。コスト･ベネフィット分析ともいう。推定された社会的便益が費用を上まわっていれば，その事業(支出)の実行は社会的に望ましいと判断される。いろいろな公共事業(支出)に向けられる総予算額には限度があるが，この場合，社会的便益が費用を超過する額の大きいものから順に採用していく。
