First, the central government established a nine-rank system of officials, ranging from rank 1 to rank 9, replacing the ranks based on numbers such as 2,000 koku up until the Han dynasty, and called these official ranks "guanpin." Next, an official called Zhongzheng was placed in each county in the region, who was entrusted with examining the qualifications of people from that region, investigating the talents and virtues of current government officials and those aspiring to become government officials from that county, and had them report to the government on a rank from rank 1 to rank 9 according to their talents and virtues, which were called "go-pin." The government then appointed people to posts of the appropriate official ranks corresponding to the nine ranks of the go-pin.
