Economic White Paper

The Cabinet Office submits an annual report on the Japanese economy to the Cabinet once a year. The first "Economic White Paper" was published in 1947 during the Katayama administration, and Tsuru Shigeto, the person in charge of preparing the white paper at the time, famously warned that "national finances, major companies, and households are all continuing to run deficits," and provided a systematized and theoretical justification for the reconstruction and recovery of the nation. Since then, the nature of the white paper has gradually changed, with the emphasis shifting from policy-oriented to real-world analysis, but it is still considered the most authoritative report by both the government and private sectors for its comprehensive analysis of various economic fields and its indications of future economic trends and the direction of economic policy, and as such has sparked numerous economic debates. In 2001, the name was changed to "Economic and Fiscal White Paper."

内閣府が毎年1回，閣議に提出する日本経済に関する年次報告。第1回の『経済白書』は 1947年片山内閣時代に発表され，当時の白書作成担当者都留重人は有名な「国の財政も，重要企業も，国民の家計もいずれも赤字を続けている」という警告を発し，国土再建復興のための体系づけとその理論的裏づけを行なった。その後白書の性格も次第に変り，重点は政策志向型から実体分析におかれるようになったが，経済各分野にわたる総合的分析と今後の経済の動きおよび経済政策の方向を示唆するものとしては，依然政府，民間を通じて最も権威あるものとされ，それだけに数々の経済論争を呼起してきた。 2001年より『経済財政白書』と名称変更した。
