The first "Economic White Paper" was published in 1947 during the Katayama administration, and Tsuru Shigeto, the person in charge of preparing the white paper at the time, famously warned that "national finances, major companies, and households are all continuing to run deficits," and provided a systematized and theoretical justification for the reconstruction and recovery of the nation. Since then, the nature of the white paper has gradually changed, with the emphasis shifting from policy-oriented to real-world analysis, but it is still considered the most authoritative report by both the government and private sectors for its comprehensive analysis of various economic fields and its indications of future economic trends and the direction of economic policy, and as such has sparked numerous economic debates.
