This was a government measure to combat the Showa Agricultural Depression implemented from 1932, and was undertaken on a large scale as a rural relief movement. At the time, the agricultural depression had forced people in rural areas to sell their daughters and children to earn a living, and they lived off dried sardines and rice bran, which were used for fertilizer. There were also over 200,000 children nationwide who were not able to eat. In response to this situation, a petition movement for rural relief was launched nationwide, centered around agrarianists. This petition signature campaign was conducted in preparation for the 62nd Extraordinary Diet (June 1932), requesting a three-year freeze on farm debt, a 1 yen per tan subsidy for fertilizer, and a 50 million yen subsidy for relocation to Manchuria and Mongolia.

1932年から実施された政府の昭和農業恐慌対策であり,農村救済運動として大々的に取り組まれた。当時は農業恐慌によって農村は娘売り,子売りをして生活費を得,肥料にするほしか(干鰯)やぬかを常食としている状態であった。また全国の欠食児童は20万人を超えていた。このような状況に対して,農本主義者を中心に農村救済請願運動が全国的に展開された。それは,農家負債3ヵ年据置き,肥料資金反当り1円補助,満蒙移住費5000万円補助の請願署名運動で,第62臨時議会(1932年6月)に向けて行われた。
