A lagoon facing the Sea of ​​Okhotsk in eastern Hokkaido. It straddles Abashiri City and Koshimizu Town. It is 8 km east to west, 2 km north to south, 30 km in circumference, has an area of ​​8.25 square kilometers, a reference water level of 0.6 meters, and a maximum depth of 2.4 meters. It is a eutrophic brackish lake, an inner bay surrounded by a diluvial plateau, separated from the Sea of ​​Okhotsk by a sandbar. The sandbar extends 7.5 kilometers, is 700 meters wide at its widest point, and is more than 20 meters above sea level in some places. At the western end, near Kitahama in Abashiri City, there is an opening of about 40 meters that leads to the sea. The name of the lake is said to come from the Ainu word "To-putsu" (lake, mouth). The Urashibetsu River, Onnenai River, and Maruman River flow into the lake, and a delta has developed at the mouth of the river. Fishing for smelt and shrimp is carried out here, and ducks and other waterfowl live here. Birds such as whooper swans also fly in, and there is a bird watching hut. It is part of the Abashiri Quasi-National Park, and the primeval flower gardens of Koshimizu and Kitahama spread across the sandbar. In 2005, it became a Ramsar Convention registered wetland. Dairy farming is carried out on the lakeside, creating an idyllic landscape. The JR Senmo Main Line and National Route 244 run along the sandbar.

北海道東部、オホーツク海に面した潟湖(せきこ)。網走市(あばしりし)と小清水町(こしみずちょう)にまたがる。東西8キロメートル、南北2キロメートル、周囲30キロメートル、面積8.25平方キロメートル、基準水面0.6メートル、最深2.4メートル。富栄養の汽水湖で、洪積層の台地に囲まれた内湾が砂州の発達でオホーツク海と隔てられたもの。砂州の延長7.5キロメートル、最大幅700メートル、標高は20メートルを超える所もある。西端の網走市北浜付近に約40メートルの開口部があって海に通じている。湖名はアイヌ語の「ト・プツ」(湖・口)に由来するとされる。浦士別(うらしべつ)川、オンネナイ川、丸万(まるまん)川などが流入し、河口部にはデルタが発達している。ワカサギ、エビなどの漁業が行われ、カモなど水鳥が生息し、オオハクチョウなども飛来、野鳥観察舎がある。網走国定公園の一部で、砂州上には小清水、北浜の原生花園が広がる。また、2005年(平成17)には、ラムサール条約登録湿地となった。湖畔では酪農が営まれ、牧歌的風景が展開している。砂州上をJR釧網(せんもう)本線、国道244号が走る。
