This is one of the rituals prescribed in the Shinto Code (established in 701), and is also called the Wind God Festival. It was held twice, in April and July, at Tatsuta Shrine (now Tatsuta Taisha), located in Tatsuno, Misato-cho, Ikoma-gun, Nara Prefecture. The Imperial Court would send messengers to carry out the festival, and the Engishiki stipulates that it should be held on the 4th of both April and July. The Tatsuta Wind God Festival Norito (prayer) in the same book also states that Amenomihashira-no-Mikoto and Kuni-no-Mikoto were worshiped in the fields of Tatsuta, and offerings were made to the god of Tatsuta in order to pray for the rice cultivated by the people of the country to be protected from bad winds and rough waters. 〈神祇令〉(701成立)に定められた祭祀の一つで,風神祭(かぜのかみまつり)ともいう。奈良県生駒郡三郷町立野に鎮座する竜田神社(現,竜田大社)で孟夏(4月)と孟秋(7月)の2度行われた。朝廷より使いを差遣して祭りを行わせるもので,《延喜式》では4月,7月とも4日に行うと規定した。また同書に載せる〈竜田風神祭祝詞〉によれば,竜田の小野に天御柱(あめのみはしら)命,国御柱命をまつったことを述べ,竜田の神に幣帛をたてまつって,天下公民のつくる稲が悪風,荒水にあわぬよう祈っている。
