The Environment Agency is a national environmental administration agency established by the National Government Organization Act and the Environment Agency Establishment Act. Its mission is to comprehensively promote administration related to environmental conservation in order to prevent pollution, protect and improve the natural environment, and otherwise conserve the environment, thereby contributing to ensuring a healthy and cultured life for the people. It was established in July 1971 as an external bureau of the Prime Minister's Office to unify the administratively scattered measures against so-called pollution problems such as environmental pollution. It is headed by the Minister of the Environment Agency, who is a Minister of State, and has four internal bureaus: the Minister's Secretariat, the Planning and Coordination Bureau, the Nature Conservation Bureau, the Air Quality Conservation Bureau, and the Water Quality Conservation Bureau. It also has councils such as the Central Pollution Control Council and the Nature Conservation Council, and facilities such as the National Institute for Environmental Studies. It became the Ministry of the Environment in January 2001 due to a reorganization of government ministries and agencies.

国家行政組織法および環境庁設置法に定められた国の環境行政機関。公害の防止，自然環境の保護・整備その他環境の保全をはかり，国民の健康で文化的な生活の確保に寄与するため，環境の保全に関する行政を総合的に推進することを任務とする。1971年7月，環境汚染などいわゆる公害問題について，行政的にばらばらであった対策を統一的に処理するために，総理府の外局として設置された。国務大臣である環境庁長官を長とし，内部部局として長官官房および企画調整局，自然保護局，大気保全局，水質保全局の 4局が置かれ，中央公害対策審議会，自然環境保全審議会などの審議会，国立環境研究所などの施設等機関が設置された。2001年1月省庁再編により環境省となった。
