都市が拡大する過程で都市の中心市街地，とくに都心の外周をなす地域の住宅環境が悪化し，夜間人口が減少して，都市空間としての機能が低下する現象。都市の衰退として考えられている。日本でも東京や大阪などの大都市でその現象を見ることができる。人種問題やエスニック問題を抱える欧米では，さらに大きな社会問題となり得る。近年では，各都市でインナー・シティ問題の解決に向けて，都市の再活性化を進めるなどの取組みがなされてきている。
