Soldiers organized to protect the Imperial Palace. After the Meiji Restoration, the Meiji government organized its first direct military force, called Shinpei (also called Goshinpei), in February 1871 (Meiji 4), by having the Satsuma, Choshu, and Tosa domains provide their own soldiers. It was made up of four infantry battalions from the Satsuma domain, four artillery battalions, three infantry battalions from the Choshu domain, two infantry battalions from the Tosa domain, two cavalry platoons, and two artillery battalions, with a total strength of about 10,000. Initially, it was under the jurisdiction of the Ministry of War, and the Imperial Court added 100,000 ryo of internal tribunal funds to its expenses, thus establishing the basis for the Imperial Guard.
