Newspaper Ethics Code

This is a charter that the newspaper media pledges to adhere to as a consensus. In June 2000, the Japan Newspaper Publishers & Editors Association (JSK) completely revised the ethical code that it had maintained since its establishment in 1946, and established a new newspaper ethics code. Like the old code, the new code promises to be a guiding principle for newspapers to maintain high ethical standards, enhance the authority of the profession, and fulfill the responsibilities expected of them by society. In its preamble, it asserts that the people's right to know is a universal constitutional principle that supports a democratic society, and that newspapers are the most suitable to carry this right. In the main text, it outlines the mission of newspapers in the 21st century, listing five points: "freedom and responsibility," "accuracy and fairness," "independence and tolerance," "respect for human rights," and "dignity and moderation."

The old principles were established by the Japan Newspaper Publishers & Editors Association in 1946 (Showa 21) after the Second World War, under the guidance and suggestions of GHQ (General Headquarters of the Supreme Commander for the Allied Powers). Reflecting the circumstances of the time, it was created as a "guiding spirit" for newspapers, based on the idea that Japan should develop as a democratic, peaceful nation. Using this as a foundation, the "Newspaper Sales Principles" were established in 1954, and the "Newspaper Advertising Ethics Principles" in 1976, both of which are still firmly upheld as of 2000. However, in the section on "Dignity and Moderation", the new principles preach not only dignity in advertising language, but also moderation and good sense in sales.

新聞メディアがその総意として遵守することを誓約した憲章。2000年(平成12)6月、日本新聞協会は、1946年(昭和21)に制定して以来長く護持してきた倫理綱領を全面的に改め、新しい新聞倫理綱領を制定した。新綱領は、旧綱領と同じく、新聞が高い倫理水準を保ち、職業の権威を高め、社会から期待される責任を果たすための指導理念であることを約束した。その前文で、国民の知る権利が民主主義社会を支える普遍の憲法原理であることを訴え、新聞がその担い手としてもっともふさわしいと述べ、本文においては、「自由と責任」「正確と公正」「独立と寛容」「人権の尊重」「品格と節度」の5項目を掲げて、21世紀の新聞の使命を説いている。

 旧綱領は、第二次世界大戦後の1946年(昭和21)、GHQ(連合国最高司令官総司令部)の指導と示唆を受けて、日本新聞協会が制定した。それは、当時の時代状況を反映して、日本が民主的平和国家として発展するという理念に基づき、新聞の「指導精神」として作成された。なお、これを基盤として、54年には「新聞販売綱領」、76年には「新聞広告倫理綱領」が制定され、これらは2000年時点においても堅持されている。ただし、新しい綱領は「品格と節度」の項で、広告表現の品格とともに販売における節度と良識をも説いている。
