Japanese: 信牌 - しんぱい

A trade permit certificate issued by the Edo Shogunate. It is also called the Nagasaki Trade Certificate. In order to maintain the total trade amount and number of Chinese ships for the year stipulated in the so-called Shotoku Shinrei (New Rei on Kaibo Goshi), the To-tsuji were made to prepare these certificates starting in 1715 (Shotoku 5), and they were given to Chinese boatmen (powerful merchants representing a ship) who arrived in Nagasaki. The Torinoko Otakadanshi included the name of the recipient, the place of departure, and the amount of trade silver, as well as clearly stating that trade would not be permitted to those who did not bring the certificate, and that the certificate would not be given to those who violated trade regulations.

江戸幕府発行の貿易許可証明書。長崎通商照票ともいう。いわゆる正徳新例(海舶互市新例)で定めた唐船の年度の貿易総銀額，船数を維持するため1715年(正徳5)から唐通事に作成させ，長崎に来航する唐船頭(一船を代表する有力商人)に与えた。鳥子大高檀紙（とりのこおおたかだんし）に受領者名･起帆地･貿易銀額のほか，信牌を持参しない者には貿易を許さぬこと，貿易規制に違反した者には信牌を与えぬことなどを明記した。
