A former core city bank of the Mitsui group. In 1990, Mitsui Bank and Taiyo Kobe Bank merged to form Taiyo Kobe Mitsui Bank. In 1992, the bank changed its name to Sakura Bank. It boasted the largest number of individual customers in Japan. In the 1990s, the collapse of the bubble economy led to an increase in non-performing assets, and the bank went through restructuring. In February 1999, the bank began installing ATMs in the stores of major convenience store chain AM/PM Japan. This drew attention as a full-scale alliance between the banking and distribution industries. In March 1999, the government provided 800 billion yen in public funds to the bank.
