An uprising demanding a reduction in the rice price for rice grains took place in Iizuka Village, Makabe County, Ibaraki Prefecture, and 26 other villages from late November to early December 1876. Ibaraki Prefecture adopted a policy of forcing farmers to pay 60% of the rice price for the 6th year of the Meiji era by the end of the year, based on the rice price of the previous year, and settling any surplus or shortfall in February of the following year, when the next tax payment was due. However, the price of rice grains fell from 5 yen 15 sen per koku in 1875 to just under 3 yen 23 sen in 1876, so that farmers would need the entire rice harvest of 1876 to pay tribute at the rice price of 1875. Farmers in Iizuka Village and other villages often pleaded for a reduction in the rice price, but their pleas were not accepted, and they eventually rose up in revolt.
