This law was enacted in 1962 (Showa 37) with the objective of protecting the interests of general consumers by requesting businesses to properly label the quality of household goods so that general consumers can correctly recognize the quality of products and do not suffer unforeseen losses when purchasing them. Law No. 104 of 1962. When this law was enacted, rules regarding labeling had not yet been generalized, and the market was flooded with products with inappropriate quality labels, resulting in many cases of consumer harm. Since then, due in part to the effects of the enforcement of this law, proper labeling has become established. Household goods have changed significantly since the law was enacted due to changes in lifestyles and needs, technological innovation, etc. The items covered and the matters requiring labeling are reviewed as necessary in light of these changes. [Junko Sato] Designation of target itemsAmong household goods used in the everyday lives of consumers, those for which it is difficult for consumers to distinguish the quality when purchasing but for which there is a strong need to distinguish the quality have been designated as "household goods requiring quality labeling." These are textile products (35 items), synthetic resin processed products (8 items), electrical machinery and appliances (17 items), and miscellaneous industrial products (30 items). A unified method of labeling has been established for the designated target items following consultation with the Consumer Commission. Furthermore, if it is found that consumer interests are being harmed due to improper quality labeling, "instructions" for proper labeling can be issued, and non-compliance can be "publicized." Furthermore, sales of items without labeling are prohibited. If the labeling of a target item is not being done properly and consumer interests are being harmed, anyone can file a complaint to that effect with the Prime Minister or the Minister of Economy, Trade and Industry.
