State Compensation - Kokkabaisho
When a public official, in the course of performing his/her duties exercising public authority, intentionally or negligently causes damage to another person, or when a public official, in the course of performing his/her duties exercising public authority, causes damage to another person through the establishment or management of a public facility, Defects snack Compensation for damages to be paid by the state or a public organization when damage is caused to another person by a crime. This is stipulated in the State Compensation Act that came into effect in 1947.

公務員が公権力を行使する職務を行う際に、故意または過失によって違法に他人に損害を加えた場合、もしくは公の営造物の設置・管理の瑕疵かしによって他人が損害を生じた場合に、国または公共団体の行うべき損害賠償。昭和22年(1947)施行の国家賠償法に規定される。
