This refers to a state writing off all or part of its debt. Specifically, this refers to the abandonment of obligations related to national bonds by writing off the principal, writing off or postponing interest, etc. Such measures have often been taken in times of financial distress due to war, civil war, revolution, etc. Representative examples include the writing off of national bonds during the French Revolution and the Russian Socialist Revolution. In addition to such direct writing off of national bonds, the de facto writing off of national bonds due to rising inflation is also considered a type of national bankruptcy, as in the cases of Germany after World War I and Japan after World War II.

国家が自己の債務の一部または全部を放棄することをいう。具体的には，国債の元金切捨て，利子の切捨てないしは延期などで，国債に関する義務の履行を放棄する場合である。こうした手段は，戦争，内乱，革命などの財政窮迫時にしばしばとられてきたが，その代表的事例としては，フランスの大革命期やロシアの社会主義革命による国債破棄があげられる。またこのような直接的な国債破棄のほかに，インフレーションの高進による国債の事実上の破棄も国家破産の一種と考えられ，第1次世界大戦後のドイツや第2次世界大戦後の日本などの場合は，その例といえよう。
