In the Middle Ages, checkpoints were used to tax ascetics and pilgrims to shrines and temples. Pilgrims were an important part of the travelling public, so they were always subject to taxation at checkpoints, but checkpoints set up near or in front of popular shrines and temples were mostly for pilgrims/pilgrims. During the Muromachi period, Ise Jingu was the most popular place for pilgrimages, and for this reason there were many checkpoints on the pilgrimage route, with over 60 checkpoints in the four ri area between Kuwana and Hinaga, and a total of 120 checkpoints in the entire Ise province. Kumano-san and Koya-san also had many checkpoints near them since the Northern and Southern Courts, and checkpoints for pilgrims were always found near Hasedera Temple in Yamato, and in the provinces, Enoshima in Sagami, the trailheads of Mount Fuji, Hakusan in Kaga, Tateyama in Etchu, and the Three Mountains of Dewa, and other shrines and temples with a certain degree of pilgrimage and mountaineering.

中世において修行者や社寺参詣者である道者をおもな課税対象とした関所。参詣者は交通者の一重要部分を占めるから,つねに関所の課税対象であるが,とくに参詣の盛んな社寺の近くや門前に設けられた関は,大半が参詣者=道者を対象とした。室町時代もっとも参詣の盛んだったのは伊勢神宮であり,このため参宮街道には関所が多く,桑名と日永の間わずか4里のうちに60余関が数えられ,伊勢一国で120関に及んだという。熊野山や高野山も南北朝以来その近くに関が多く,また大和長谷寺や,地方では相模江ノ島や富士山の各登山口,加賀白山,越中立山,出羽三山など参詣や登山のある程度盛んな社寺の近傍には,例外なく道者関が見られた。
