Born: 26 April 1898, Kilmadoc, Stirlingshire [Died] February 19, 1972. Bass. A British advocate of documentary film. He studied in the United States and noticed the importance of mass communication. After returning to Japan, he theorized the public relations aspect of film (→PR film). He directed only one film, Drifters (1929), but nurtured many talented people in the field, including Basil Wright, Paul Rosa, Harry Watt, and Arthur Elton. He was involved in the establishment of the National Film Board of Canada and was head of the mass communication and public relations department at the United Nations Educational, Scientific and Cultural Organization (UNESCO), and was a consistent leader in the field.
