Khural

…the highest decision-making body of the Mongol Empire; a term found in West Asian literature. In Mongolian records, it is called Khurilta, Khuril, or Khural. The nomadic tribes of the Mongolian Plateau had the ancient custom of electing clan and tribal leaders, national leaders, etc., at assemblies attended by members of the same clan and influential people.
