Banker and financier. Born in Akayu Town, Yamagata Prefecture (now Nanyo City). Graduated from the Faculty of Law of Tokyo Imperial University in 1903 (Meiji 36) and joined the Bank of Japan. After serving as branch manager in Kyoto and Nagoya, he became branch manager in Osaka in 1918 (Taisho 7), and in 1919 was appointed branch manager and director. During the reactionary depression following World War I, he demonstrated his talent in rescuing the Osaka financial world. In 1921, he became managing director of Yasuda Hozensha and vice president of Yasuda Bank, and in 1923 realised a large merger of 11 banks related to Yasuda. He also carried out the modernisation of the Yasuda zaibatsu. He was particularly credited with institutionalising the hiring of university graduates and working to absorb a large amount of human resources. However, he left Yasuda in 1929 (Showa 4). The following year, in 1930, he became president of the Industrial Bank of Japan (now Mizuho Bank, Mizuho Corporate Bank), and thereafter strengthened the bank's position through aggressive business lending. In 1937, he was appointed Minister of Finance in the Hayashi Senjuro Cabinet, and after the Cabinet resigned the same year, he became Governor of the Bank of Japan and played an active role as a central figure in wartime finance until 1944 (Showa 19).
