He was the Minister of the Right in the Nara period. His name was originally Nakatomi. He was the seventh son of Omimaro, and his mother was Tajihishima's daughter Akira. His name can also be written as Kiyomaro or Jomaro. His wife was Tajihiko's elder sister (or Konane). In 738 (Tenpyo 10), he was appointed as Sankawa no Jo, and thereafter he served as the judge of Kofuku-ji Temple (Kawahara-dera Temple), the junior deputy director of Shinto and Shikibu Daijo, the deputy director of Shinto, the governor of Owari, the left middle counselor, and the deputy director of Shikibu. In February 758 (Tenpyo Hoji 2), he invited Otomo no Yakamochi, Ichihara no Okimi, and others to his home for a poetry gathering, where he himself composed four poems (Manyoshu, Volume 20). In 759, he became a councilor (a member of the highest governmental deliberations body in the Daijokan). During this time, his rank was promoted from Jorokui (Shonen) to Jushii (Junior Fourth Rank). In January of the first year of Tenpyo Jingo (765), while serving as the Left Chief Bench and Settsu no Daifu, he was awarded the 4th rank for his contributions in the rebellion of Fujiwara no Nakamaro, and in November of the same year, he was promoted to Junior Third Rank by imperial edict for diligent and sincere work, but he was also the Head of Jingi at the time. In June of the third year of Jingo Keiun (769), he was given the surname of Onakatomi, and in the first year of Hoki (770), he was promoted to Senior Third Rank, and in January of the second year, he became Dainagon and Togu no Futu, and in March, he was appointed Junior Second Rank and Minister of the Right. Emperor Kōnin had the deep trust of Kiyomaro, and in February of the third year of Hoki and April of the ninth year, he visited his private residence again, and Kiyomaro was promoted to Senior Second Rank, and his wife and children were also given ranks. In the first year of Tenō (781), he retired and passed away in the area of ​​Ukyo 2-jo 2-bo in Heijō-kyō (Kunimi-chō, Saidaiji, Nara City). His legend states that as a national elder statesman, he was never lazy even in old age. Later, his granddaughter Momoko inherited the site of his grandfather's mansion and built a temple for him, calling it the Minister's Palace.

奈良時代の右大臣。氏名は初め中臣。意美麻呂の7男,母は多治比嶋の娘阿伎良。名は清万呂,浄万呂とも書く。妻は多治比子姉(または古奈禰)。天平10(738)年に参河掾,以後,造弘福寺(川原寺)司判官,神祇少副兼式部大丞,神祇大副,尾張守,左中弁,式部大輔などを歴任,天平宝字2(758)年2月には自宅に大伴家持,市原王らを招いて歌会を催し,自らも4首の歌を詠んでいる(『万葉集』巻20)。6年参議(太政官の政務審議最高機関の構成員)。この間,位階は正六位上から従四位下に累進。天平神護1(765)年1月左大弁兼摂津大夫のとき,藤原仲麻呂の乱の功によって勲4等,同年11月には清慎勤労,誠に嘉することありとの詔により,従三位に昇ったが,時に神祇伯であった。神護景雲3(769)年6月に大中臣の氏名を賜り,宝亀1(770)年正三位,2年1月大納言兼東宮傅となったが,3月には従二位右大臣に任じられた。光仁天皇の信任厚く,宝亀3年2月と9年4月,私邸に再度の行幸があり,清麻呂に正二位,そして妻子にも授位があった。天応1(781)年引退し,平城京の右京2条2坊の地(奈良市西大寺国見町)に没した。その伝に,国の元老,年老いても怠ることなしとある。のちにその邸跡を孫娘の百子が得,祖父のために寺院を建立し,大臣院と称した。<参考文献>岩本次郎「右大臣大中臣清麻呂の第」(『日本歴史』319号)
