The government of Louis Botha (1862-1919), who became the first Prime Minister of the Federation, enacted the Mines and Labour Act, known as the first racial discrimination law, in 1911 to protect white workers in the mines, and in 1913 enacted the Natives Land Act, which isolated Africans in areas designated for natives.
