A voluntary organization whose members are elderly people. It was formed around 1950 with the aim of making life after retirement healthy and rich, and increasing the meaning of life, by taking advantage of the members' wealth of knowledge and experience to participate in various activities in the local community. Its main activities include community service, holding educational courses for the elderly, and health promotion projects. In the Elderly Welfare Law and the New 10-Year Plan for Promoting Health and Welfare for the Elderly (New Gold Plan) formulated in 1994, it was positioned as an organization promoting welfare for the elderly (social participation and meaning of life measures). In 1962, the National Federation of Senior Citizens' Clubs, a national organization, was launched.
