During the Yamato government period, the Imperial Court is said to have established the Nihonfu government office in Mimana to manage the Kara states in the southern part of the Korean Peninsula. This office appears in the Kinmei Chronicles of the Nihon Shoki, but academic opinion is divided as to whether it even existed.
