It is a national university corporation. Its origins date back to Sapporo Agricultural College (founded by Clark), which was established in 1876 (Meiji 9). The agricultural college became the College of Agriculture of Tohoku Imperial University in 1907 (Meiji 40), but in 1918 (Taisho 7) it became independent and became the parent institution of Hokkaido Imperial University. It subsequently expanded into one of Japan's leading imperial universities with the addition of the Faculty of Medicine (1919), Faculty of Engineering (1924), and Faculty of Science (1930). It was also known as an imperial university with a preparatory school before World War II. After the war, the Faculty of Law and Letters was added in 1947 (Showa 22), and with the educational reform of 1949, it became a new national university consisting of seven faculties: Law and Letters, Science, Medicine, Engineering, Agriculture, and Fisheries Science, incorporating the former Hokkaido University, its affiliated Faculty of Medicine, its affiliated Faculty of Agriculture and Forestry, and Hakodate Higher Fisheries School. Later, the university expanded to become a comprehensive university with 12 faculties with the addition of the Faculty of Letters (1950, formerly the Faculty of Law and Letters), Faculty of Veterinary Medicine (1952), Faculty of Law and Faculty of Economics (1953, formerly the Faculty of Law and Economics), Faculty of Pharmacy (1965), and Faculty of Dentistry (1967). As of 2010, the university has 7 graduate schools (Literature, Law, Economics, Medicine, Dentistry, Veterinary Medicine, and Information Science), 10 graduate schools (Fisheries Science, Environmental Science, Science, Agriculture, Life Science, Education, International Public Relations Media and Tourism, Health Science, Engineering, and Integrated Chemistry), 10 research institutes (Fisheries Science, Earth Environmental Science, Science, Pharmacy, Agriculture, Advanced Life Science, Education, Media and Communication, Health Science, and Engineering), as well as the Department of Public Policy Education and the Department of Public Policy Collaborative Research. As affiliated research institutes, there is the Institute of Low Temperature Science and the Institute of Electronic Science (formerly the Applied Electrical Research Institute), both established before the war, as well as the Institute for Genetic Disease Control, which was reorganized from the Institute of Immunology (formerly the Tuberculosis Research Institute), which was established after the war. In addition, there are about 30 unique research facilities affiliated to the faculty, including the Earthquake and Volcano Research Observation Center, the Catalytic Chemistry Research Center, and the Slavic Research Center. In April 2004, with the enforcement of the National University Corporation Law, the university became a national university corporation.
