The first city bank to go bankrupt. Established as a special bank in 1900 under the Hokkaido Takushoku Bank Law. By 1945, it had acquired and merged with banks in Hokkaido and Karafuto. Converted to a commercial bank in 1950. Converted to a city bank in 1955. The expansionist policy of the bubble era had failed, leaving the bank with a large number of bad loans. In April 1997, it announced a merger with Hokkaido Bank, but faced opposition from within the bank, and announced a postponement of the merger in September of the same year. In November of the same year, it was ordered by the Ministry of Finance to improve its operations, went bankrupt, and was dissolved in March 1999. 都銀初の破綻銀行。1900年〈北海道拓殖銀行法〉に基づき，特殊銀行として設立。1945年までに北海道・樺太の銀行を買収・合併。1950年普通銀行に転換。1955年都市銀行に転換。バブル期の拡大路線が挫折し，多くの不良債券を抱える。1997年４月北海道銀行との合併を発表するが，同行内部の反対に遭い，同年９月合併延期を発表。同年11月に，大蔵省から業務改善命令を受け破綻し1999年３月解散。1998年３月期は不良債権処理のため１兆円を超える最終赤字となった。→破綻金融機関
