Fish wholesalers developed mostly after the Edo period, and even in the early Edo period, they were probably limited to wholesalers in consumer areas such as the big cities of Osaka and Edo, and castle towns. The establishment of these cities increased the demand for seafood, so it was only natural that fish wholesalers and fish markets as collections of fish wholesalers would emerge to meet that demand. However, in the beginning, natural trends alone were not enough, and there were many cases where feudal lords actively nurtured fish wholesalers. It was during the Keicho era (1596-1615) that permission was granted to open the Edo Nihonbashi Fish Market, and Osaka had undergone a transition from the time of Toyotomi Hideyoshi, and it was not until the Enpo era (1673-81) that the Zakoba Fish Market was established. 魚問屋の発達はだいたい江戸時代以降のことであり,それも江戸初期においては,大坂・江戸の大都市や城下町などの消費地問屋に限られていたとみられる。それらの都市の成立は魚介類に対する需要を増大させていったから,魚問屋やその集合体としての魚市場が生成してそれにこたえていくのは自然の勢いであろう。しかし当初は自然の勢いばかりではまにあわず,領主側で積極的に魚問屋を育成した場合が少なくなかった。江戸日本橋魚市場の開設が許されたのは慶長年間(1596‐1615)であるし,大坂はそれより早く豊臣秀吉の時代からの推移を経て雑喉場(ざこば)魚市場に定着するのは延宝年間(1673‐81)のことであった。
