A system in which fish wholesalers advance some or most of the funds necessary for fishery production to producers, and in return buy some or all of the catch at a low price. It is also called the fish wholesaler purchasing system. It was most widespread from the mid-Edo period to the Meiji period, when fishery production developed and fish wholesalers increased in number, but under this system, fishery producers lost the freedom to sell their own products and were subject to strong control that controlled the life and death of fishery production, and as a result, they were exploited to the extent that they could hardly keep the surplus from their operations.
