Transportation on the Sea of Japan began at an early date, but the specifics of that transportation are unclear. It was only from the Kamakura period onwards that significant maritime traffic began to take place between the northern Tohoku region, including Tsugaru, and central Kinki (although the actual ports were Tsuruga in Echizen and Obama in Wakasa). With Minamoto no Yoritomo's subjugation of the Fujiwara clan of Oshu, national power extended to the northern parts of Oshu and Uzen, and as development progressed with the relocation of Kanto samurai, transportation between Tsugaru and the central region gradually became more active. In 1306 (Tokuji 1), towards the end of the Kamakura period, a large Tsugaru ship was plundered along with its cargo of salmon at Saikira Port in Echizen. This ship was the largest of 20 Tsugaru ships in the Kanto region, so it appears that as many as 20 Tsugaru ships were in operation at the time under the protection of the shogunate.
