Born: April 20, 1846 in Kalga
Died July 28, 1904. Petersburg, Russia. A Russian politician who served as Minister of the Interior and Chief of the Gendarmerie (1902-04). He was the most notorious reactionary bureaucrat during the reign of Tsar Nicholas II, who severely suppressed revolutionary movements and peasant revolts in various regions, while also persecuting the Jews and promoting a policy of Russification of minorities. He thought that by starting a war that he was sure to win, he could direct public discontent outward. It is said that the Russo-Japanese War was also largely due to his instigation. He was assassinated in 1904 by Egor Sazonov, a member of the Socialist Revolutionary Party (SR).
