A theorist and politician in the Catalan regionalist movement in Spain. While studying at the University of Barcelona, he devoted himself to political activities, but due to poor health, he was more active as a theorist. He was one of the founding members of Lliga (meaning Union), the political party that dominated Catalan regionalism from the late 19th century to the 1920s, and also became editor-in-chief of its party newspaper. In his political career, he was elected as a member of the Barcelona National Assembly in 1905, and also served as president of La Mancomunitat de Catalunya, the regional government body of Catalonia, which was established in 1914.

スペイン，カタルニャ地方主義運動の理論家，政治家。バルセロナ大学在学中，政治運動に身を投じたが，健康がすぐれず，むしろ理論家として活躍した。19世紀末から1920年代にかけ，カタルニャ地方主義の主流を担った政党〈リーガLliga(連合の意)〉の創立メンバーの一人で，機関紙の編集長にもなった。政治歴として，1905年にバルセロナ選出国会議員，さらに14年に設立された〈カタルニャ地方行政院La Mancomunitat de Catalunya〉の院長も歴任した。
