Born October 7, 1786 in Montreal Died September 24, 1871. Montebello, Quebec. Canadian politician. Elected to the Lower Canada House of Commons in 1808, he practiced law for a time. Served in the 1812 American War, and re-elected in 1814. He served as Speaker of the Lower Canada House of Commons from 1815 to 1822, 1825 to 1826, and 1828 to 1837. As Speaker, he protested against the Governor General of Lower Canada and the Citadel faction's governing policies, especially the proposal to annex the two Canadas and their financial policies. In 1834, under Papineau's leadership, the Lower Canada Provincial Assembly passed the "92 Points," which included the views of French Canadians. The British Parliament responded with repressive measures, and mass protests were held throughout Lower Canada. In 1837, a rebellion broke out in Lower Canada, but Papineau, finding himself on the arrest list, fled to America without participating in the rebellion. He then went to Paris, but returned to Montreal after receiving an amnesty in 1844. He was elected to the United Canadian Provincial Assembly in 1848, but his former power was no longer there and he retired from public life in 1854.
