He suppressed rebellions by Bardas Focus, a large landowner, and took measures to protect small and medium-sized free peasants, but these were not very effective. He destroyed the Kingdom of Macedonia, established the Bulgarian Theme, and placed the Kingdom of Armenia under his protection. He also advanced into Syria, acquiring the largest territory since Justinian I. His influence expanded as Kievan Rus's acceptance of Christianity led to the height of the empire.
